Justin Muturi Responds to William Ruto after Calling Him Incompetent in His AG Tenure
Speaking at State House Nairobi on Tuesday, March 25, during an Iftar event, Ruto blamed Muturi for delaying the rollout of the Waqf charitable endowment.
However, Muturi swiftly responded, stating he had no legal authority to expedite its implementation.
Muturi Explains His Position
According to Muturi, the law does not recognize Waqf as a state-managed initiative. He insisted that his role as Attorney General did not include facilitating religious charitable programs.
“Under the Waqf Act No. 8 of 2022, there is no provision for a ‘Muslim Endowment Fund.’ A Waqf is a religious, charitable, or benevolent cause that is exclusively handled by Muslims,” Muturi clarified.
He further emphasized that his duty was to uphold the law, not to create policies outside legal frameworks.
President Ruto’s Accusations
During the event, Ruto expressed frustration, claiming that government initiatives faced unnecessary bureaucratic hurdles.
“I asked the Attorney General to facilitate the Waqf endowment, but he delayed it. We must remove incompetence in government,” Ruto remarked.
His statement sparked mixed reactions, with some supporting his stance while others defended Muturi.
Legal Experts Weigh In
Legal analysts sided with Muturi, arguing that the Attorney General cannot act beyond legal provisions.
“The AG’s role is advisory, not executive. If the Waqf Fund lacked a legal basis, Muturi could not approve it,” said constitutional lawyer James Kibet.
Others suggested that Ruto should push for legal reforms instead of blaming past officeholders.
