William Ruto Orders Agencies to Shift Payments to eCitizen System in Seven Days
Speaking at the Kenya International Conference Center (KICC) on November 28, Ruto expressed frustration over non-compliance. He specifically called out Kenya Power, the Energy and Petroleum Regulatory Authority (EPRA), and the Independent Policing Oversight Authority (IPOA).
“These agencies must comply with my directive. Their payments and revenues must shift to the eCitizen platform for better oversight by the National Treasury,” Ruto declared.
Curbing Corruption Through Digitisation
Ruto emphasized that digitising government services is a vital step in combating corruption and enhancing efficiency. The transition ensures all revenues are traceable and reduces opportunities for malpractice.
“Digitisation has saved time and money for both citizens and the government. It is unacceptable for any agency to undermine this programme,” he warned.

The president reaffirmed his commitment to transitioning all government transactions online to streamline service delivery.
Over 19,000 Services Already Digitised
ICT and Digital Economy Cabinet Secretary Margaret Ndung’u revealed significant progress in digitising government services. She noted that over 19,000 services are now accessible online, compared to only 300 when Ruto assumed office.
“Our ministry is collaborating with stakeholders to make these services user-friendly and available even in remote areas,” Ndung’u said.
Last-Mile Connectivity for All Kenyans
The government is also advancing its last-mile digital connectivity programme. It plans to establish 1,450 ICT hubs nationwide to reach Kenyans in rural areas and the diaspora.
“This initiative enables citizens to access government services from anywhere. Biometrics and fingerprint identification will simplify processes,” Ruto explained.

Ruto’s bold push for eCitizen underscores his vision of a fully digitised government. His directive leaves no room for lagging agencies, stressing accountability and improved public service delivery.
