Kenya Passes U.S. Fiscal Transparency Test as Tanzania Falls Short

Kenya has met the United States’ minimum fiscal transparency standards, while Tanzania failed to meet the required threshold, according to the 2026 Fiscal Transparency Report released by the U.S. Department of State.

The assessment places Kenya among 73 governments and entities that satisfied the minimum requirements for publicly disclosing information on government finances, including revenue collection, spending, debt, procurement and audits.

Tanzania, however, was among 67 governments that did not meet the minimum standards. Despite falling short, Tanzania was listed among 14 countries that made significant progress toward meeting the requirements during the latest review.

The annual U.S. assessment evaluates whether governments receiving U.S. assistance provide citizens with access to reliable and comprehensive information about how public funds are raised, managed and spent.

What the U.S. Fiscal Transparency Test Measures

The 2026 report examined the availability and quality of key budget documents.

Governments were assessed on whether they publicly released information showing government revenues and expenditures, including spending by ministries and agencies.

The assessment also looked at whether the information provided to the public was complete, reliable and accessible.

Government debt was another major area of scrutiny.

The latest assessment strengthened requirements for governments to disclose the terms and conditions attached to sovereign loans. This includes information on government liabilities and assets used as collateral.

The report also examined whether governments publish independent audits of public finances.

It further assessed whether national audit institutions have sufficient independence and access to government financial records to carry out their duties effectively.

Public procurement was also included in the review, with governments assessed on whether citizens could access basic information about government contracts.

Kenya Among African Countries That Passed

Kenya was joined by several African countries that met the U.S. requirements.

Uganda, Rwanda, South Africa, Ghana and Mauritius were among the countries that also passed the minimum fiscal transparency standards.

The report’s findings give Kenya a positive assessment on the availability of public financial information.

However, meeting the fiscal transparency requirements should not be interpreted as a clean bill of health on all issues surrounding public finances or corruption.

The U.S. State Department makes a clear distinction between fiscal transparency and corruption.

The report does not rank countries according to corruption levels. Instead, it focuses on whether governments provide the public with sufficient information to understand how public resources are managed.

Tanzania Shows Significant Progress

Although Tanzania failed to meet the minimum requirements, its classification among countries that made significant progress indicates improvements in fiscal disclosure during the assessment period.

The review covered developments between January and December 2025.

Across East Africa, the results were mixed.

Kenya, Uganda and Rwanda met the minimum requirements, while Tanzania fell below the threshold despite making progress.

Burundi, Somalia and South Sudan were among the African countries that did not meet the standards.

Why Fiscal Transparency Matters

Fiscal transparency allows citizens, investors and development partners to examine how governments manage public resources.

Access to reliable budget, debt, procurement and audit information can also strengthen public oversight and improve accountability.

For Kenya, the U.S. assessment comes amid continued scrutiny of government borrowing, public spending and efforts to improve the management of national resources.

The report therefore provides an external assessment of Kenya’s disclosure practices while highlighting the importance of maintaining access to accurate and timely financial information.

Overall, 73 of the 140 governments and entities assessed met the minimum fiscal transparency requirements, while 67 failed to meet the threshold.

Of those that fell short, 14 were recognised for making significant progress toward meeting the standards.
