Governor Guyo Reshuffles Cabinet in Massive Purge

Isiolo Governor Abdi Hassan Guyo has shaken his cabinet in a dramatic reshuffle that swept through key county offices.

The sweeping changes handed expanded powers to three acting County Executive Committee (CEC) members. Guyo said the shake-up aims to improve service delivery, cooperation, and accountability.

Powerful New Roles

Lawrence Mwongela Ikiamba was appointed acting CEC for Water, Energy, Climate Change, Mining, and Natural Resources. His new docket merges infrastructure with critical environmental mandates.

Health CEC Lucy Kagwiria Kaburu saw her powers expand even more. She will now oversee Finance, Economic Planning, Revenue Services, ICT, and e-Government. Her office will also handle Special Programmes, Peace and Cohesion, Civic Education, and Public Service.

Agriculture CEC Yusuf Mohammed received one of the most powerful portfolios. He now leads Lands, Roads, Transport, Public Works, Housing, and Urban Development. His role also extends to infrastructure, development, urban planning, and municipal services.

Speaking after the announcement, Governor Guyo defended the reshuffle.

“We must consolidate functions and deliver faster results. These changes are about efficiency, not politics,” he said.

Exit of Big Names

The purge, however, came at a cost. Several officials lost their positions.

Former Lands CEC Yusuf Dahir was dropped. Ali Wario Sarita, who oversaw Water, Environment, Energy, and Climate Change, was also ousted.

Even Deputy Governor James Lowassa was not spared. He lost his acting role in Education and Early Childhood Development.

Guyo justified the exits, stressing that the county needed new direction.

“Change is painful, but it is necessary. We must put the people of Isiolo first,” he insisted.

Contracts Renewed, Others Revoked

Alongside the reshuffle, Guyo renewed contracts for 21 County Chief Officers. These officers will continue serving in critical areas such as finance, education, health, youth, agriculture, and infrastructure.

However, the Executive Order clarified that all acting appointments of chief officers were revoked. This sets the stage for a fresh round of appointments

Political Context

The changes come barely a month after Guyo survived an impeachment attempt at the Senate. Senators dismissed the motion as baseless and politically motivated.

For many Isiolo residents, the reshuffle signals a new beginning. Yet others view it as a consolidation of power. Time will tell if Guyo’s gamble restores confidence—or triggers fresh battles.
