Ruto Appoints New Leaders to National Police Service Commission in Latest Changes
New Appointments Announced
In a gazette notice dated August 22, Ruto confirmed the appointment of Amani Yuda Komora as the new Chairperson of the Commission for a six-year term.
He also named Angeline Yiamiton Siparo as a Member of the Commission, also for six years. The two will now join Peris Muthoni, Edwin Cheluget, Benjamin Juma, and Collete Suda as part of the six-member team overseeing police service matters.

“In exercise of the powers conferred by Article 246 (2) (a) of the Constitution as read with section 6 (8) of the National Police Service Commission Act, 2011, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces…” the notice read.
Experienced Hands Take Charge
The newly appointed chairperson, Komora, brings decades of leadership experience. He previously served as Vice-Chairperson of the Salaries and Remuneration Commission (SRC).
He also worked as General Manager of Human Resources at the Kenya Ports Authority (KPA) and held senior roles at the Kenya Revenue Authority (KRA). Additionally, Komora sat on the National General Wages Council.

Komora holds a PhD in Human Resource Management from Jomo Kenyatta University of Agriculture and Technology (JKUAT).
Siparo’s Strong Track Record
Siparo has also built an impressive career in governance and social development. She chaired the National Aids Control Council from 2016 to 2022 and coordinated the Young African Leaders Initiative (YALI) Legacy Project across 49 African countries.
Her portfolio includes work with UNAIDS, Population Reference Bureau, Oxford HR, Family Health International (FHI), and the Catholic Medical Mission Board (CMMB).
She holds a Master’s degree in Counseling Psychology from USIU-Africa.
Why These Appointments Matter
The NPSC plays a crucial role in police oversight, recruitment, promotions, and welfare. With rising concerns about police accountability, these appointments carry immense weight for Kenya’s security sector.
By selecting seasoned leaders, Ruto signaled his intent to steer the Commission toward stronger reforms and greater public trust.
As the country watches closely, Kenyans will be eager to see if the new leadership delivers the much-needed transformation within the police service.
