John Burugu: Document Leaks Showing PSC Recommended State Officer Accused of Holding 2 Gvt Jobs
A new storm has erupted in government corridors after leaked Public Service Commission (PSC) documents confirmed John Njuguna Burugu was duly recommended for appointment as Secretary of Refugee Affairs. The twist has left many Kenyans puzzled and triggered growing anger over accountability in public appointments.
Burugu, who has served the government since 1994, is at the centre of a heated dispute involving alleged dual positions, court cases, and official silence.
A Trail of Confusion
On March 13, 2023, Interior CS Kithure Kindiki appointed Burugu as Commissioner for Refugee Affairs, awaiting PSC concurrence under the Refugee Act No. 10 of 2021. But the PSC delayed, then advertised the position in January 2024. Applications closed on February 13.

Later, Burugu revealed ;
“I was invited for an interview by PSC on 25th June 2024, which could not happen due to the Gen Z riots. The interview was held on 2nd July 2024, and following the Commission appointment as a successful candidate, a letter was dispatched to PS for SDI and CS for onward transmission.”
Shockingly, PSC cancelled the advertised position on March 15, 2025, even after the interview and selection had concluded.
A leaked internal memo contradicted the public cancellation. In the letter addressed to PS Julius Bitok, PSC said:
“This is to convey the decision of PSC that John Njuguna Burugu be appointed to fill the one advertised vacancy in grade Secretary Refugee Affairs (CSG 4) in your Ministry on local agreement terms for an initial period of three years effective on the date he assumes duties.”
The post carried a monthly salary of KSh 335,450, as stated in the document.
“I’m Still Waiting”
Despite the recommendation, Burugu says he never received the official appointment letter.
“This never happened, and I am still waiting for the letter,” he lamented.
To make matters worse, Immigration PS Belio Kipsang recently ordered Burugu to vacate the Refugee Affairs office and return to his former post at the Intergovernmental Relations Technical Committee (IGRTC), where he holds a six-year term until 2026.
Burugu claims this move violates an existing court order and undermines the rule of law.

Legal Pushback
A human rights organization has filed a court case seeking an order to block any re-advertisement or acting appointment until legal matters are resolved.
Meanwhile, PSC denied completing Burugu’s appointment in court. However, the leaked memo paints a different picture—raising questions about transparency, internal power struggles, and who’s really pulling the strings.
