PCS Mudavadi Turns to China for JKIA Expansion After Adani Scandal Cripples Deal
While accompanying President William Ruto on his China tour, Mudavadi met senior executives from the Beijing Urban Construction Group (BUCG) to discuss a potential partnership.
The group has built more than 30 airports across the globe over 42 years.
“Submit Your Interest,” Mudavadi Urges BUCG
In a strong push for progress, Mudavadi encouraged the Chinese group to take part in the airport’s expansion.
“They shared insights from their 42 years of experience building over 30 airport terminals, runways, and specialised aviation facilities worldwide,” Mudavadi stated.
“I encouraged them to submit their expression of interest as Kenya prepares to invite contractors for the upcoming JKIA expansion.”
The meeting included BUCG President Raymond Luo, General Manager of Marketing Harold Huang, and Vice President for Southeast Africa Wei Zhang.
Adani Deal Collapses Amid Scandal
The fresh talks with China come after the $250 million Adani deal was abruptly cancelled. The fallout followed revelations that an Adani Group director was indicted in a massive graft scandal in the United States.

That project’s collapse left a vacuum in Kenya’s infrastructure ambitions, especially for its busiest airport.
This wasn’t the only project affected by Adani’s shadow. Just days ago, Treasury CS John Mbadi announced that Kenya would reopen bids for the KETRACO transmission line project, originally linked to Adani.
$5 Billion Infrastructure Gap Pressures Kenya
Kenya is currently facing a $5 billion infrastructure financing deficit. To bridge it, the country is aggressively pursuing public-private partnerships.
One such effort involves securing $245 million from private investors for high-voltage power lines, scheduled for 2026 to 2029.
Meanwhile, the Chinese engagements mark multiple wins during Ruto’s visit. Earlier, the President signed a multi-billion-dollar deal for a modern Foreign Affairs complex in Nairobi.
That agreement is expected to be finalized during his upcoming meeting with Chinese President Xi Jinping.
Kenya’s Strategic Pivot to China
With the Adani fallout still fresh, Mudavadi’s move signals Kenya’s urgent shift toward reliable, scandal-free partners.
As the country rushes to modernize its infrastructure, all eyes now turn to Beijing.
