Education Ministry Orders Inquiry Into Death of 3-Year-Old Learner

Nairobi, Kenya — The Ministry of Education Kenya has launched an official inquiry into the death of a three-year-old learner at a school in Nakuru County, an incident that has sparked public concern over safety standards in early childhood institutions.

In a statement issued on Sunday, March 29, the ministry confirmed that investigations are underway to establish the circumstances surrounding the tragic incident, which occurred on Friday, March 27.

“The Ministry, working together with the relevant investigative agencies, has commissioned an inquiry into the circumstances that led to the unfortunate incident, for appropriate action,” the statement read.

Tragedy at Gilgil Hills Academy

The learner reportedly died after drowning in a fishpond within the premises of Gilgil Hills Academy, located in Gilgil Sub-County. The incident has raised critical questions about supervision, infrastructure safety, and compliance with established school safety guidelines.

Preliminary findings from an autopsy indicated that the child died due to lack of oxygen, consistent with drowning. However, the circumstances under which the minor accessed the fishpond remain unclear.

The incident has triggered grief and outrage among family members, who have questioned the sequence of events leading up to the child’s death while under the school’s care.

Family Raises Concerns

Relatives of the deceased have expressed dissatisfaction with the explanations provided by the school, saying there are inconsistencies between what they were initially told and the postmortem findings.

“The first call we received was from the class teacher. He told us that the child had been rushed to the hospital and that he was sick. He had a fever,” said a family representative, recounting the moments following the incident.

Another family member questioned the lack of clarity regarding how the child ended up in the water.

“How did the child end up in the fishpond? I asked… from which side you rescued him from? He never gave me answers,” the relative added.

The family has since buried the child but continues to demand accountability and a clear explanation from the school administration.

Ministry Orders Compliance With Safety Protocols

In response to the tragedy, the Ministry of Education has directed all school heads—both public and private—to strictly adhere to established safety protocols designed to protect learners.

“Heads of institutions… are required to strictly implement the school safety protocols that have been put in place by the Ministry to guarantee the safety of our learners and ensure our schools remain the safe zones that they should be,” the ministry emphasised.

The directive highlights growing concerns about the enforcement of safety measures, particularly in institutions catering to young children who require constant supervision.

Broader Safety Concerns

Education stakeholders note that incidents involving young learners often expose gaps in risk management, including inadequate fencing of hazardous areas, insufficient supervision ratios, and failure to conduct regular safety audits.

Experts argue that early childhood education centres must maintain heightened vigilance, given the vulnerability of children in that age group.

The tragedy in Gilgil has reignited calls for stricter inspections and enforcement of safety standards, with some parents urging authorities to hold institutions accountable for negligence.

Investigations Ongoing

Authorities have not yet released details on potential disciplinary or legal action against the school or its staff. The outcome of the ongoing investigation is expected to determine whether lapses in duty of care contributed to the incident.

As the inquiry proceeds, the case underscores the critical importance of safeguarding learners within school environments, particularly in facilities that include potentially hazardous features such as water bodies.
