DCI Links Serving Police Officers to Dr Victoria Mutiso Murder as Inspector Goes into Hiding
Addressing the media at Magereza House on Friday, August 7, DCI Director Mohamed Amin said investigations had uncovered what detectives believe was a well-planned assassination motivated by a long-running land dispute.
The latest revelations have intensified public concern after investigators disclosed that the firearm allegedly used in the killing had been officially issued to a serving police inspector who is now on the run.

Inspector Allegedly Linked Financiers to Hit Squad
Amin disclosed that detectives had positively identified a police inspector attached to Nderi Police Post under Kikuyu Police Station as a key suspect in the murder conspiracy.
Investigators believe the officer acted as the bridge between individuals who financed the killing and the team that carried it out.
“Investigations have established that the elimination of Dr Mutiso was driven by a longstanding land civil dispute,” Amin said.
According to investigators, records show the pistol had officially been assigned to the police inspector, who disappeared before detectives could arrest him.
Authorities have since launched a nationwide search for the officer as investigations continue.
Police Constable Identified as Alleged Gunman
The DCI confirmed that two suspects have already been arrested, including a police constable attached to Karinde Police Post, also under Kikuyu Police Station.
Detectives believe the constable was the individual who fatally shot Dr Mutiso during the attack.
Investigators said forensic evidence, including ballistic analysis, placed the officer at the crime scene.
The evidence, according to investigators, forms a critical part of the prosecution case.

CCTV and Vehicle Tracking Reveal Carefully Planned Operation
The DCI described the murder as a carefully coordinated operation involving multiple suspects and vehicles.
According to Amin, detectives reconstructed the events using CCTV footage and electronic tracking systems.
Investigators established that two Toyota Land Cruiser Prado vehicles were used during the operation.
One vehicle allegedly blocked the taxi carrying Dr Mutiso, while the second transported members of the suspected hit squad.
Vehicle tracking data reportedly placed both vehicles at the crime scene during the time of the shooting.
Investigators have also arrested a motorcycle rider believed to have ferried the alleged gunman before and after the attack.
Serving Officers Accused of Betraying Public Trust
The DCI Director expressed concern over the alleged involvement of serving police officers in the murder, describing it as a serious breach of public confidence.
“Investigations led our officers to serving police officers who, unfortunately, played very critical roles in the conspiracy. A police inspector, the officer in charge of Nderi Police Post under Kikuyu Police Station, has been positively identified as the link between the financiers and the operational team, as well as the source of the murder weapon,” Amin stated.
He added that investigators would pursue everyone involved regardless of their position within the security services.
“The involvement of serving police officers represents a grave betrayal of the uniform and the public trust. We will pursue every individual involved until justice is served,” Amin said.
Land Dispute Emerges as Key Motive
According to investigators, the murder was motivated by a longstanding civil dispute over land ownership.
Although the DCI did not disclose the identities of individuals believed to have financed the killing, Amin confirmed that detectives are actively pursuing additional suspects alleged to have planned and funded the assassination.
The agency said more arrests are expected as investigations progress.
Postmortem Confirmed Fatal Gunshot Injuries

The postmortem examination established that the psychologist suffered three gunshot wounds, including two to the head and one through the upper back, causing catastrophic injuries to her chest and brain.
The murder has attracted widespread public attention, with calls for a thorough and transparent investigation.
