Ruto to Make Historic Address at Nairobi City County Assembly

President William Ruto is set to deliver a historic address at the Nairobi City County Assembly, marking the first time a sitting Head of State will speak directly to a county assembly since the advent of devolution under the 2010 Constitution.

The address, scheduled for April 9 at 2:30pm at the Assembly Chambers in City Hall, comes at a politically significant moment, nearly two months after the signing of the National Government–Nairobi County Cooperation Pact at State House. The agreement has generated widespread public debate over its implications for governance, autonomy, and service delivery in the capital.

According to official correspondence from the Office of the President addressed to Speaker Ken Ngondi, Members of County Assembly (MCAs) have been requested to submit briefs outlining key issues they wish the President to address during the session.

“This is therefore to inform you that the event has been programmed accordingly on 9th April, 2026, at 2.30 pm at the Assembly Chambers, City Hall, Nairobi. You are requested to forward a brief and any other relevant information to this office for use by His Excellency,” read part of the letter confirming the engagement.

The planned address will take place just two days after the Assembly resumes sittings following its Easter recess, setting the stage for what is expected to be a highly scrutinised and politically charged session.

Observers note that while presidents routinely address Parliament, direct engagement with county assemblies has not been practised, making the upcoming event unprecedented. Analysts say the move could signal a shift in how the national government engages with devolved units, particularly Nairobi, which remains Kenya’s economic and administrative hub.

The address also comes amid ongoing discussions surrounding the cooperation agreement between the national government and Nairobi County. The Ksh80 billion framework is aimed at transforming the city’s infrastructure, including roads, drainage systems, housing, water services, and waste management.

However, critics have raised concerns that the pact could undermine devolution by concentrating control of key functions at the national level. Some leaders and residents have questioned whether the agreement effectively places the city’s administration under the influence of State House.

In response to these concerns, Musalia Mudavadi has defended the arrangement, emphasising that it is designed to enhance efficiency rather than erode county authority.

“The agreement establishes a unified framework for planning and implementation, reducing fragmentation and duplication across agencies,” Mudavadi stated in a recent briefing. “It ensures both levels of government work in a synchronised manner to deliver urban services efficiently.”

Supporters of the pact argue that Nairobi’s long-standing challenges—ranging from traffic congestion and flooding to waste management—require coordinated intervention between the two levels of government. They say the partnership could unlock faster project implementation and improved service delivery for residents.

Nevertheless, the upcoming address is expected to provide President Ruto with an opportunity to clarify the government’s position, respond to critics, and outline the roadmap for the partnership’s implementation.

Political analysts suggest that beyond policy explanations, the speech could also serve as a platform to strengthen political alignment between the national government and county leadership, particularly in the face of growing scrutiny over governance and accountability issues.

As anticipation builds, attention is now turning to the issues MCAs will prioritise in their submissions, with expectations that concerns over funding, oversight, and the balance of power will dominate discussions.

With its historic significance and high political stakes, the President’s address is poised to become a defining moment in Kenya’s evolving devolution journey, potentially setting a precedent for future engagement between national leadership and county assemblies.
