Govt Launches Investigations After Viral Videos of Russian Man Targeting Kenyan Women

Govt Launches Investigations After Viral Videos of Russian Man Targeting Kenyan Women

The Kenyan government has launched a multi-agency investigation following the circulation of disturbing viral videos allegedly showing a foreign national secretly recording and exploiting Kenyan women without their consent.

In a statement issued on Monday, February 16, the Ministry of Gender, Culture and Children Services, led by Cabinet Secretary Hanna Wendot Cheptumo, condemned the incident and announced coordinated action by security and investigative agencies.

The ministry described the recordings as a grave violation of privacy and dignity.

“The Ministry of Gender, Culture and Children Services strongly condemns the disturbing incident in which a foreign national is alleged to have secretly recorded and circulated intimate images of Kenyan women without their consent,” the statement read.

Allegations and Viral Spread

Over the weekend, multiple videos circulated widely across social media platforms showing a man identified online as a Russian national approaching women in public spaces. In several clips, brief conversations appear to end with the women being persuaded to accompany him.

The footage’s aftermath remains unclear, but individuals claiming to be victims have since shared accounts online, prompting public outrage and calls for immediate action.

Authorities say the alleged recording and distribution of such material could violate provisions under the Computer Misuse and Cybercrimes Act as well as protections under the Penal Code of Kenya.

Cheptumo emphasized that the actions depicted contradict constitutional protections on human dignity and privacy.

“Filming women without their consent is a direct violation of personal dignity and privacy as guaranteed in the Constitution,” she stated.

Multi-Agency and International Probe

The government confirmed that investigative bodies have been instructed to handle the matter urgently, including cooperation with foreign authorities due to its cross-border nature.

“The Government of Kenya is coordinating a whole-of-government response,” the ministry said.

“Relevant security, investigative and prosecutorial agencies have been directed to pursue the matter with urgency, including collaboration with international authorities given the cross-border nature of the case.”

Officials further warned that anyone found responsible would face prosecution under multiple legal frameworks.

“Any individual found culpable will face the full force of Kenyan law under the Penal Code, the Computer Misuse and Cybercrimes Act, and all relevant statutes protecting women and children.”

Possible Recording Technology

Unverified online claims suggest the suspect may have used wearable recording devices — possibly smart glasses — to capture footage discreetly. Investigators have not confirmed the specific equipment used but say forensic digital analysis is ongoing.

Digital safety experts note that wearable technology has increasingly raised privacy concerns worldwide due to the difficulty in detecting covert recording devices.

Regional Attention

The issue has also drawn attention beyond Kenya’s borders. Authorities in Ghana reportedly acknowledged awareness of related allegations involving the same individual and urged investigations into similar conduct within their jurisdiction.

Kenyan officials say cooperation with foreign prosecutorial agencies will be critical if the suspect travelled between countries while committing offences.

Public Safety and Legal Warning

The ministry urged the public to avoid sharing the videos further, warning that redistribution may also constitute a legal offence under cybercrime laws.

“We urge members of the public to refrain from sharing the material and instead report any information to authorities,” the statement added.

Advocacy groups have meanwhile called for stronger protections against digital exploitation, saying the case highlights emerging threats posed by covert recording technologies and online distribution.

As investigations continue, authorities say victim support services have been activated and encouraged anyone affected to come forward confidentially.
